reach a mutual understanding representing also trust building efforts on these

Dear Eyal,
we have recently met at the DESY-Israel photon science workshop that was
held a few weeks ago at the Israel Academy of Sciences ad Humanities.
During a workshop break I had a chance to talk to you about dual use
issues at FELs and about our plans (encouraged by our funding agencies) to
organize an international expert meeting. In the meantime we have drafted
a short concept note as a first announcement and fixed the date of this
expert meeting to be on 4/5 November 2019 in Hamburg.
On behalf of the DESY directorate I would like to invite you to
participate at this expert meeting. The goal of this expert meeting is to
identify potential dual use issues at and around FELs and their
technologies, to assess the involved proliferation risks and to devise
risk minimization, protection and mitigation plans and procedures for a
national laboratory (such as DESY) that has a strict civil clause in its
statutes but wants to maintain an active and vivid international open
research cooperation landscape. That is why we also want to invite
representatives and senior officials from USA (LANL, ...), Russia, China
and other countries (EU, Israel, Japan) to this meeting.
Key topics to be discussed/elaborated are: to what extent are FELs seen in
future directed energy weapon technologies; what role do FELs play in
nuclear stewardship programs, i.e. in particular for the HED science; and
are there any dual use risks at and with FELs (UV, IR, VUV, ...) for
uranium enrichment technologies?
We would like to encourage for this meeting an open communication and
constructive, trust-building dialogue among the international attendees
(about 30 participants). The meeting is by invitation only and information
presented will not be for public use.
We would very much appreciate if you or other nominated representatives
could be present at the meeting.
