Parts of the existing work scope Area V will be pivoted to support the shallow borehole effort so it can proceed without interruption.  These work scope changes and discussions will be had during the summer of 2019, and finalized at the November workshop in Israel.

Here are my edits and additions to Eyal’s excellent notes.

These are short notes regarding the Science and Technology Working Group Area V work scope on Basic Science of Waste Management and Subsurface Science (to be followed by an official version) made at the NNSA/IAEC JSC, held on Wed. June 5th at the NNSA Emergency Operations Center in the Forrestal Building Washington DC.

The Area V presentations were led by Dr. Brent Park, Dr. Jack Shlachter and Dr. Yoni Elbaz. 

Additional reflections will be circulated through the minutes of the JSC. 

  1. Lisa Gordon Haggerty ( NNSA administrator) and General Snir (IAEC DG), expressed their satisfaction from the extent and quality of the overall NNSA/IAEC collaboration, and in particular  topic Area V. The professionalism brought by both parties, the established partnerships and even friendships made the WM topic area an example for a very successful and fruitful collaboration.
  2. Both parties (US & IAEC) brought no new topics to the collaboration for JSC discussion.  In 2019-2020 the Science and Technology Working Group efforts will be focused on strengthening the existing (28) topics under the 6 topic areas. 
  3. The IAEC decision to move forward with a characterization borehole was based on the accomplishments of 4 major projects under topic Area V.  
    1. The NNSA Administrator fully supported and recognized the importance of the borehole program to Israel. 
    2. The shallow (250m-500M) borehole activity will involve all three US Labs.  The inter-Lab collaboration in this topical area was highly appreciated by the NNSA administrator and IAEC DG. 
  1. There is an Area V workshop planned in November 2019 in Israel.  The timing of this workshop should allow enough time to define the joint effort needed on both sides to carry out the characterization borehole.  In particular the details of the drilling that can be included in the contract for the executing IL company.
  2. For the time being, topic area V will include few activities related to R&D for D&D.  The JSC expects that 1-2 projects will be defined during 2019 in relation to this new direction.  This should also be discuss at the November workshop in Israel.
