On the invoice, I was under the impression that the firm of Van Bael & Bellis had already relayed payment to you. I recently signed an invoice relaying payment to his firm for the work. I will work with our accounting

I hope this finds you well.
I wanted to touch base for several reasons. Most immediately, I wanted to let you know that I recently gave notice at Akin, with my last day today. Though I wasn’t seeking out opportunities, Covington & Burling has recruited me to help
them build a new group which they just launched focused on “Global Problem Solving” (www.cov.com/gps). It’s a combination of law and international policy, where I’ll be joining a number of other former diplomats, lawyers,
and national security experts, so it’s a particularly good fit for me. Stu Eizenstat, whom I believe you have worked with, is part of this group, and I look forward to joining him and others, and perhaps there will be an opportunity to collaborate on projects
in the future. My new email, as of tomorrow, will be
DFFeldman@cov.com and my personal email remains
FeldmanDF@gmail.com, so please be in touch at any time if I can be a resource to you or your colleagues.
I did not want to leave Akin, however, without first ensuring that you had the final revised draft of the memorandum that we’ve discussed a number of times. The attached version has incorporated all the comments you had previously sent
me, as well as feedback from our inter-agency discussion over the summer. There are a number of potential ideas for engagements in 2019, and if you are interested in any follow-up to this memorandum or a next phase of the endeavor, I’d be happy to help you
think through those options. In particular, this memo does not take into account more recent events that may impact your future policy options, such as the Airbnb decision that led to our last discussion.
As I noted when we had that discussion about sanctions questions just before Thanksgiving, my partner in the international trade group at Covington who traveled with me to Israel, Wynn Segall, will take over as the responsible partner for
the relationship with the State of Israel, and you are welcome to contact him with any questions (wsegall@akingump.com). The CSR practice at Akin Gump will also continue in my absence, headed in part by my environmental
partner Stacey Mitchell (shmitchell@akingump.com). Either she or Anne Kolker (akolker@akingump.com), who has been a key contributor to this memo since its inception, can
help you on any next steps of this particular project.
Given the limited scope of this project, and the earlier iterations of this memorandum, this should be considered the final version of the document, absent any significant concerns on your part. As such, I know the firm is eager to collect
on all of its billed work before the end of the year. We have capped this project at $18,000, per our agreement on pricing, although the cost of the project far exceeded that amount in research and writing time. The bill for this project was sent to Van
Bael & Bellis a number of months ago, so if you can arrange for it to be paid imminently, my partners at Akin Gump would greatly appreciate it. If you have questions on the bill, I have cc’ed my assistant, Nancy Callahan, who can help to follow up on it.
